India's telecom security regime works at two levels. At the vendor level, the National Security Directive on the Telecommunication Sector (NSDTS) requires licensed operators to procure specified equipment only from designated Trusted Sources with approved Trusted Products, administered by the National Cyber Security Coordinator through the Trusted Telecom Portal. At the equipment level, the NCCS (National Centre for Communication Security) certifies products against ITSAR — Indian Telecom Security Assurance Requirements — while TEC's MTCTE covers technical conformance and WPC covers radio authorisation.
